If the US does not impose this threat things go back to the way it was with him. While not great, there was nothing that much wrong with the say things were with him after the gulf war. He didn't harass his neighbors for a decade, he dumped his biologicals and chemicals into an old landfill, and he spent his time raising monuments and palaces. The stalemate of the no-fly zone was a problem of our own making. In the standards of world leaders Saddam would get a low grade, but a passing one. TP
