While as you pointed out the nature of mankind does not change (or changes too slowly), it is also true that he can be taught! And while it is true that the more militant (and less educated) the country the greater the possibility of atrocities (just look at the examples you made), in order to have a world war you need to have a great number of countries going insane and no one to pull the plug. And I think there are enough smart people around not to let this happen. This is why Blix said that regional conflicts will be going on, but a world war is not going to happen.
