I expect there's a 70/30 shot that the 2nd resolution will be pulled. Blair can't afford to let it be voted on and lose. Britain, at large, still believes in International law. Even though Bush promised there would be a vote either way, his "out" would be that it helps Blair.

If it is pulled, it would be a brilliant tactical stroke for France to submit it for a vote. I don't think there's any UN rule that says you can't table a resolution and then vote "No". That way you get an unequivical decision from the UN and Blair is in a box. With a "No" vote there is absolutely no argument that says an attack is legal.
