In order to continue on the path of diplomacy, there needs to be some indication that it is going to work.

To date, Iraq has not voluntarily offered up one weapon of any kind. The only weapons were those found by inspectors. You could place 10,000 inspectors in the country and still only find bits and pieces and go for decades.

12 years is patience.
