I read similar words a great deal these days, but what exactly do they mean?

How should our troops best keep an edge?

Or is this just a variation on the "here are all these soldiers, we'd better use them" rationale?

From experience, I would say the supposed problem is grossly over-estimated. These are young men, devoted to a just cause, extremely proud of being given an opportunity to serve their country after years of training.
They might even fight well merely because they are bored, and would welcome a chance to get it over with and return to the blessings of color TV, fast foods, and skimpily- clad women on the beaches. And leave the d----
dust behind.
I spent 32 days on a troopship going over "there" , it was not boring since we knew there would be action coming at some time or another. We got to see places with strange names Hawaii, Ulithi, Saipan, Guam, Tinian, Kwajalein
Boring was sitting in a tent for 5 months on Saipan, with FDR gone, the war over, our services no longer required, and a totally unknown future that might require "working" which at the time was physical labor. And when we finally got home, all the factories were closed and there was no work !
Boredom would perhaps be more noticeable at higher command levels, like among Navy flyers, who may be very anxious to .get in the air. But its not the common everyday loathsome mind- numbing boredom
More like a frustrating impatience, overcome by hours of very complex tending of systems and practice.
