Had Saddam complied with the terms of surrender shortly after the Gulf War, he would have realized 300 billion dollars in revenue from the sale of oil (source Judith Wright, LA Times).

We both agree he's a dictator and that he's a bad one and all dictators should give way to at least some form of social democracy. But I think you perhaps make him out to be worse than he actually is.
For example, if he's as bad as you're painting him, why didn't he quickly give everything up, and then go for the 300 billion which would have given him more than enough money to have any WDM toy he'd want? If he really wanted to take over the world--which I think is a laughable supposition--he certainly wouldn't have behaved in the manner he has over the past 12 years.

Thus, could we consider that perhaps this 12-year boondoggle wasn't his plan, but maybe ours? If you add the 12 years to the Gulf War to the Iran-Iraq war, that's about 23 years in which his oil has never realized full production and export. Can you tell me why? I don't know, it's a genuine question.
