OT: Yeah, I noticed my state (CA) claiming they spent $2B on homeland security and that the Feds were footdragging on reimbursing so they were going to have to cut school budgets. They sure made it seem like they were sort of holding CA taxpayers' kids hostage to soften taxpayers up for a tax increase. Their tactics will probably get even more heavyhanded as the magnitude of state finance problems grows.

Anybody know if there DSL/Cable in Wyoming? ;)

As habitrail mentioned, the CA state gov't is dreaming up everyone excuse it can to justify tax increases. The CA Teacher's Association has ads on the radio many times a day predicting total disaster for students if they have to take any cut at all. And they will have to take a cut because education is the largest item in the state budget.
While state revenues fell in the 2000, 2001, and 2002, the CA state gov't significantly INCREASED its employment.
