The GOP made sure that there was legislation that explicitly prohibited Clinton from using US military forces in Iraq.

Why would anyone want to keep Iraqi oil off the market? I assume you think Bush oil co was working in the interests of SA?

This makes no sense. US oil companies were just as happy dealing with the Iraqis as they were with the Saudis.

Or perhaps Bush oil co wanted a higher oil price?

Well if that were true, it would make no sense for Bush oil co to invade Iraq(creating only a temporary spike in prices) leading to lower prices in the long run once.

It's clearly obvious that had he complied early on, the inspections would have ended, the sanctions would have been lifted and he'd be exporting oil to a point where he'd have have 300 billion dollars today

You're exactly right. He's have the UN resolutions off his back and be free to redevelop his WMD programs.
