Some of it is how the political wind is blowing in their respective sphere of influence compared to their current poll numbers. It's a CYA game without ticking off the US public. Those leaders that hold the most power have less to fear from making an unpopular decision. You've got to hand it to the Iraqi's and the Communists. They know the PR game. Only thing they can't spin is when a war starts. The US public will not favor anti-Americanism and God help the country or group that brays the loudest at that time.
