Or leave the settlers to be minority citizens of the new Palestinian state if they so choose, but, to the extent the settlements were built on land confiscated from Palestinians without fair compensation, require them to negotiate for the purchase of the land or return it. Perhaps their presence, protected by the new Palestinian government (and initially the UN/US), along with the continuing existence of a strong Palestinian population in Israel will help ensure the two countries' peaceful coexistence and, eventually, friendship. Ethnically cleansing either state would only preserve resentment and long-term instability.
