France is desperate;

Its own society is structured on kick backs, political largess, and oligarchic hegemony. france is existing at the trough of the next available despot for far too long, entreprenuership is vanishing, labor unions and political organizations demand too much, and are so addicted to their way of life, there is little chance of recovering respectability.

Lastly, their population is declining.

No matter how you add things up, france is looking for ways to accomodate its intransigence, its burocracy, and it is willing to stick any partner with the bill for as long as those partners fail to understand how they are being duped.
France is a country abandoned to that of being the next despots best friend.

The Azores summitt had some key arrows shot directly at france.the first and most important arrow was that the OIL money that has been flowing to the french political lackeys from saddam, will end. That the oil revenue must be for he counrty of iraq.

Saddam has bankrolled subversion, he's rolled up and paid for the civil disobedience we see every day by paying his allies to do his bidding, france is the bought and paid for veto in the un, while russia is the bought and paid for architect of politcal subversion through the apparatus of world socialism. saddam has been playing and paying the political war with oil money, we see now who is aids du jour are.

france is a mess....plain and simple, its values as a country have fallen so far as to be near 3rd world status.
