The civilian casualties will be low, both relatively and absolutely, is my guess. At least in the Regime Change part.

Whether the Nation Building has low civilian casualties, depends on our success in avoiding a nationalist response. I am hopeful, that the soldiers on the ground will be commanded by generals who were lieutenants in Vietnam, (unlike the Commander in Chief), and are sensitive to this risk.

Pres Bush believes that if journalists are riding with frontline troops, they will form an allegiance with them and be hesitant to report negatively.


I don't believe he could be that incredibly stupid. The press's first mission in a war is to look for "Burned Babies."
