Davis certainly has his faults, and shares some of the blame for the outcome. However, it is apparent that his crime was short-sightedness, and not downright political ruthlessness, as with Bush. Bush figured he'd never win CA anyway, so why not screw it and make his energy buddies happy. And eliminate a potential foe in the next election.

Who lost? Certainly Davis, but he'll land on his feet. No, the ones hit most squarely by Bush's arrow were people just getting by, hit with skyrocketing energy bills. Unintended victims, I want to believe, but victims nonetheless.
