If I remember, I believe the confusion is around his campaign support of reduction of CO2 emissions by factories, and not the Kyoto treaty. He campaigned under a promise to cut CO2, then reversed when in office. Additionally, it appeared that he and Whitman disagreed on the Kyoto position. He slapped her back into line after he realized that cutting emissions actually costs money.
