On thing that occurred to me; I wonder if we were also delaying until we were able to smash Al-Kieda - which we are told has just about been accomplished.

Why? Certainly the case can be made that the delay has perhaps diminished the desire of Iraqi troops to fight and given them time to think about surrendering. Also, the delay has allowed the U.S. to train their troops for a longer period of time and they should be better prepared to fight. Also, the delay has given U.S. military planners more time to formulate a strategy and to weaken Iraqi defenses via bombing raids.
