I have gotten a speeding ticket, and do not think of it as an arrest. You do not get arrested for speeding (unless you cause an accident). However, you COULD get arrested for drunk driving. It is not really how you "think about it" that matters, right? Suffice it to say that the article by George magazine exonerating Bush was pretty convincing to me........ And his superiors' report saying they never really saw him was not? And what about his dropping out because he did not want to take a blood test? (Can you say "drugs"?)
