the iraqi military remembers, i'm sure, the excellent treatment they received during the gulf war (those who surrendered) and they also know what happened to the ones that tried to fight. there's been a massive campaign to instruct the iraqis not to use WMD....they won't win no matter what they do, and they will do themselves incalculable harm if they do. if you recall they didn't even use chemical war heads when they fired on israel. they are justifiably fearful of the outcome if they do.
