We did not go to a fullscale war on Libya. And you're right, Libya has been contained. You do understand your contradiction, don't you? Fact is, this war is unnecessary and the policy advocated by the French--permanent inspections, permanent UN peacekeepers, the entire nation a no-fly zone--is by far more preferable than killing children. Yes, 42 percent of Iraq's population is under the age of 15.
