Again, check the link that describes the UN functions. There is a provision that is similar, if not, what I described.

Apparently, in answer to your original question, there is some kind of a provision. Unfortunately, I don't have time to go searching for it. Should you decide to find this operative language within the UN Charter, plesae let me know what you discover.

In answer to your question "am I insance?" No. But most of the world could reasonably argue that perhaps George Bush is "insance" for wanting this war so badly and lying in order to get it.
