No, X. He was elected. Every credible recount in FL acknowledged that. And, frankly, had the networks not called the election so early many of the president's supporters in the west and midwest might have gone to the polls. One could legitimately speculate New Mexico, Oregon, Iowa and Wisconsin would have been Bush states. And, of course, many states (including your own, I believe) simply stopped counting absentee votes when they were convinced the race was over. There is NO question (except among Bush-haters) that Bush won the election - there is a question whether Gore's "popular" win was a real thing.
