No. You are incorrect... perhaps you didn't read much past the first few paragraphs.

Get ahold of the complete report (it's still on the Web) and you will see what I was saying.

The one count that produced a Gore win was with the strictest standards (no hanging chads, no absentee ballots past the legal deadline, etc.) and only with a full State-wide recount (including in those panhandle counties where Bush had big leads).
