If your ability to predict when the bottom of the cycle happens, is perfect, then you can get away with borrowing money for capex. If not, it's Russian Roulette.

Nobody wants to own a company with a ton of debt and insufficient cash flow to service it easily. Intel, Maxim and other chippers that are making a profit pay for CapX from cash flow. I think this is why they are not penny stocks or at least doing better than Lucent and AMD.
