In the short term, it is almost guaranteed to create more terrorism.....but that is not an excuse not to act. In the long run it removes one haven for terror, one source of financing, one source of training, etc.

I notice lately that the terror strikes have all been against soft targets, uncoordinated, and small in scale....

The policy of sanctions and the "containment" of Iraq with (mainly) U.S. Military troops stationed in Saudi Arabia is the reason for 9-11.
