True. Why hold back? The only possibility that he would have of inflicting any damage would be in a pre-emptive attack. If he waits, the attack begins by air and every thing he has out is a sitting duck.

B) if he has chemicals and he uses them it will give the Americans and Brits some justification for the the devestation to come

Why would he care?
