No, you are not getting the point. In the latter scenario, the only way gore wins is by tossing the Palm Beach recount by the officials and using a different standard. If you count all the counties manually, which were not manually counted by either standard, and include the manual counts done by county officials, Bush wins. That is the point. Like I said, what you said is true, but it cannot be viewed in a vacuum. Some manual counts were done. If you use those counts, Bush wins any scenario. The only way Gore wins is through using media counts in the way your latter scenario describes.
