Actually, I think the whole Monica affair hurt the nation more than Clinton here. If he would have pressed hard for an invasion, or even a serious pummelling, he would have been accused of "wagging the dog." Not that I think he would have gone through with an invasion in any case, but I definately think the ever appearance-fixated Clinton ruled it out in large part because of how it would have been percieved. So in my opinion, a very serious national security concern was sidelined because of the domestic politics. We stepped on our own dick on that account I fear.
