We don't do it most of the time, just once in a while. At least we try to do something even if sometimes for the "wrong" reason. Better to try than do nothing. The one I was pleasantly surprised was the action taken in the civil war in former Yugoslavia, which broke up into several political factions which resulted in civil war among some of the factions and attempt of ethnic cleansing on top of it. Only the US did do something to stop the civil war and ethnic cleansing.
