Haliburton is a service company, not an E&P. As I stated before, Bush's core group of buddies is in the E&P business.

A subsidiary of HAL, Brown & Root, has been contracted by the government to control possible well fires if Hussein sabotages his own oil fields. The impact on Haliburton's financials will be negligible. It is quite a reach to say that part of Bush's motivation is to reward his buddies.
