Countries like Mexico, Chile etc. wimped out. They had 10 votes, provided that France would not veto. With the threat of a French veto, these countries did not want to take the heat, so GWB conceded to allies. It was also to help Tony Blair that the 2nd resolution was sought in the first place.

Surley, you are not arguing that Bush should not try to cooperate with allies are you? That he should act alone?
