It would seem that a 500 billion dollar annual military budget and things like a 3500 jet military and 7 marine fleets won't be where its at in the future. A military with contacts and a couple of hundred million dollars will be in business. Frighteningly that kind of evens the playing field.

That being the case,

1) Credible Foreign Policy will be critical
2) Respect and understanding of cultures will be urgent
3) Co-operation and existence of International bodies ( UN's, Nato's, Interpol's etc ) will be very important.
4) Co-operation with evry country will be essential in the interests of shared intelligence.

Well, you get the picture. Convenient little left or right labels won't count for diddly squat when yah piss off a little country and they order up a fissionable daisy cutter thats for sale on special . The TRUE paradigm shift had better be "we had better do more larnin and talkin here than threatnin". The blustery chest thumpin military days are slowly going bye bye. The WTC was an example that military might doesn't solve the problems. This coming war won't solve the overall problem either. Time for new ideas not new weapons.
