What difference does it make how much firmer, or closer Cuba is? It was a policy of pre-emption, plain and simple. Secondly the author states the Europeans weren't willing to agree to pre-emption, when in fact Kosovo, was clearly a case of pre-emption, as Europe was afraid the war would spread to the rest of Europe. I know, as Ted has said so many times, and we all know Ted would not lie to us. We put troops in Sa in 90 to preempt Iraq from also attacking SA. Preemption has been around for a long time.
