>What difference does it make how much firmer, or closer Cuba is?

Ummm... missiles from Cuba can hit us and missiles from Iraq can't?

>It was a policy of pre-emption, plain and simple. Secondly the author states the Europeans weren't willing to agree to pre-emption, when in fact Kosovo, was clearly a case of pre-emption, as Europe was afraid the war would spread to the rest of Europe.

Call it self-interest maybe, but it was in their backyard. Plus, there were friggin' concentration camps there! Don't you think that's a call to arms to any European country?

>I know, as Ted has said so many times, and we all know Ted would not lie to us. We put troops in Sa in 90 to preempt Iraq from also attacking SA. Preemption has been around for a long time.

Well, that's actually "deterrence," and not "preemptiveness," but yes, it does exist and I do believe in it to some extent.
