Reagan did not, which was why Iran-Contra never quite turned into a first rate scandal, though the charge - running US foreign policy via a NSC slush fund without Congressional approval - was clearly an impeachable offence.


The two biggest failures of the Reagan Admin, IMO, was running from Lebanon with our tail between our legs, and Reagan not taking responsibility for Iran/Contra. That would have shut them up, and they would never dared to impeach him.

It is possible that Reagan's deafness caused him not to know what was going on. They kept everything at that level verbal when they could. But he should have realized that he had encouraged it to happen.

Since the other is total speculation, we will just have to agree to disagree.
