Yep... Turkey... They want to squeeze all the financial aid they can out of us (including support for more IMF money) and use the opportunity of the war to take control of oil fields in northern Iraq for the benefit of their Turkmen neighbors - and to keep them out of the hands of the Kurds.

They are pursuing their own goals, which make be at cross-purposes to ours.
