If the reason given for the bombing in Kosovo was just the stopping of the genocide, then it wouldn't be preemption. However, I don't think NATO had the authority to intervene, based upon genocide, so NATO intervened based upon the theory that the war could spread to the rest of Europe, so the Europeans were just defending themselves; which was allowed in NATO's charter. Thus NATO used preemption as a basis to bomb Kosovo.
