I guess you haven't read the Bush/Cheney energy policy, the one the democrats in Congress are suing to read. You can read the whole thing here-

What did Clinton do to promote fuel cells? As I remember, nothing. No energy policy either. This is from the site I mentioned -

President Bush announced a $1.2 billion hydrogen fuel initiative to reverse America's growing dependence on foreign oil by developing the technology for commercially viable hydrogen-powered fuel cells to power cars, trucks, homes and businesses with no pollution or greenhouse gases.

Is the rock inference targeted towards your cranium? Gore gave the big three motor cos. 3 billion dollars to develop a car that Honda already sells, of course they shelved their prototypes and cashed the checks,Bush on the other hand is investing heavily in hydrogen techno,and wants a car rolled off the line before the end of his second term,get your facts straight,do some research,quit posting what you think, because you dont`t...............
