Yes, it is a token effort when considering the problem at hand. If the government was really concerned about national security and getting us less reliant on foreign oil they'd spend ten or twenty times that amount. Hell, we're about to spend $100 Billion attacking Iraq and who knows how much more occupying Iraq over the next few years??? $20 Billion for hydrogen research every year until it becomes a reality seems like a good deal to me, so we don't have to spend another $100B taking over Iran.
