That's true. But creating a whole new energy infrastructure is very capital intensive. Perhaps they need government assitence like the railroads did in the 1800s and the ultilities did in the early 20th century. Government can play a role in capital intensive projects. But, ultimately it must be cost effective or the market will reject it. You're right, private business needs to implement it.
