No, Clinton was corrupt in his own right. I have to admit that Clinton was a disappointment when it came to environmental issues like kicking the oil habit. Clinton was more interested in hanging onto power than upsetting the status quo applecart. In either case Democrat or Republican, the President is just a figurehead for some very wealthy and powerful interests like the oil lobby that really pull the strings and set policy in DC.
