I was in favor of the Kosovo initiative and am opposed to the Iraq initiative. In Kososvo, we prevented mass genocide with very little loss of innocent life and created a large amount of goodwill towards the US in Europe and the Balkans. We did not offend our allies. In fact, our European allies supported us. Kosovo did not require us to remain as an occupying force. Kosovo did not create ill will in the Arab world. In fact, it created goodwill. During Kosovo, we were creating a budget surplus, not a huge budget deficit.
