In your orders Fido made no mistakes.

All investors who had the broker holding the certificates are count as one investor by the transfer agent, because the certificates are all registered in the broker's name (street name).

If there are already sufficient shares (above the minimum) of a stock or fund in broker's name, the broker could allow other investors add to the stock or fund, if the investors have the broker to keep their certificates.
