I have found another version of the WorldNetDaily article posted by Ghostrider, this one published by the Herald Sun:

Here it's mentioned that the bunker was built in 1982, i.e. before the USA delivered anthrax stock and other goodies to Iraq. 1982 would fit to the dissolving of the "Boswau & Knauer" corporate name after the merger in 1983. I wouldn't exclude, though, that the plans and the know-how of Saddam's bunker are still available at the successor company Walter Bau AG.
