You don't have to be a Constitutional lawyer to read the Constitution. It clearly states that the power to declare war rests with Congress. The President isn't supposed to be able to take us to war on his own, like "BUSH filed that brief letter with Congress just before the bombing that WAS an offical declaration of Hostility". That provision was put into the Constitution to prevent the President from becoming an imperialist dictator, abusing the use of the military for political purposes. Presidents have ignored that provision of the Constitution for decades and now Bush 43 is engaging in a full scale war without Congressional authorization.
