Yes "Nou Rooz", literally means "new day" and is celebrated in India and Tajikistan as well. I am not sure if the west side of Caspian Sea observes it as well, if so, Armenia and Azarbaijan should be included too...anyway, it is not a coincident that Saddam gassed the Kurds just days before Nou Rooz, it was his "gift" to them...but the reason I brought this up is that I don't know if the new year ceremonies will affect interactions with US forces in the region (Afghanistan included).
