RESOLUTION 1551 (2003) Adopted by the Security Council at its umpteenth meeting, on 25 March 2003 The Security Council, Forgetting all its previous relevant resolutions, which constitute the governing standard of Iraqi compliance, Yet determined to ensure immediate, full or eventual or partial compliance by Iraq without conditions or restrictions with its obligations under resolution 687 (1991), 1441 (2002) and the other relevant resolutions, Reaffirming the commitment of all Member States to the sovereignty, territorial integrity and political independence of Iraq, but not Kuwait and the neighbouring States, Acting under Chapter VII of the Charter of the United Nations, 1. Commends the Government of Iraq for its partial cooperation with UN weapons inspectors; 2. Excuses Iraq for its use of missiles it claimed it had destroyed in reaction to the unjustified attack by the Americans and their allies; 3. Deplores the United States and the United Kingdom for its attack on the duly elected Government of Iraq; 4. Commends Iraqi President Hussein for his humanitarian and fair governance of Iraq, all of its peoples, and also for his wise and fair policies towards Iraq's neighbors over his years in power; 5. Stresses that compliance by the Government of Iraq with its obligations, repeated again in the memorandum of understanding, to accord immediate, unconditional and unrestricted access to the Special Commission and the IAEA in conformity with the relevant resolutions is necessary for the implementation of resolution 687 (1991) and 1441 (2002), but further stresses that any violation will have no consequences whatsoever for Iraq, but this Council shall remain fully willing to talk about the matter for as long as the sun rises and sets; 6. Insists that France shall have the right to continue seeking, and shall obtain, all relevant contracts for the supply of oil technology, jet fighters, missiles, and nuclear capabilities to the regime in Iraq, and that further no U.S. or U.K. companies shall be eligible for such contracts. 7. Excuses all further obligations of Iraq under all resolutions, because this Council really had no intention of enforcing said resolutions anyway.
