The gaffes and the slights did not help. Some feel(not me) that much of our UN problem was pique at US slights.eg. Russia/ABM, Kyoto etc. Mike

True enough. I was very critical of Bush's handling of Kyoto, not because I thought Kyoto was a good idea, but because Bush sandbagged our allies who were using it for political cover, in an unnecessary manner. That set up a pattern of distrust.

Clinton, if only he could have found the backbone to carry out the present policy (which I doubt), would have known how to schmooze the Europeans with the right platitudes. As the old saying goes, one man can steal the horse but another cannot even look at the bridle.
