If you are a dictator in Africa, or the Middle East, you certainly don't want the UN to start removing dictators. The history of the world is full of dictators and criminals, trying to oppress others for their own gain. A dictatorship is a country where the mafia, or criminal gangs have won. You can bet that all of the slime of Iraq will be pouring out of the sewers to get their piece of the pie. It makes it very difficult for America to set up a democracy.
