<Either we abandon them or we commit colonialism> Yes. Either we Nation Build, or we don't. Either we hold sovereign power, or we don't. Either we remodel the institutions of the nation, so they are a liberal democracy (little l and d), or we don't. It is not possible to Build a Nation, without exercising sovereign power, and exercising that power in a thorough way that re-shapes many important national institutions, and does so for many years. You can't finesse this, it's an either/or choice.
