I just finished Gen. Chuck Horner's book with Tom Clancy, "Every Man a Tiger" which detailed the Gulf Air War.

Horner was the facilitator for guys like Dugan and others who had ideas that needed to be integrated into real time combat capabilities. They ended up with an ATO (air tasking order) of 2 1/2 days to start and continually updated it for targets and assets as the war progressed. It was a very fluid system that provided maximum safety to pilots and other warriors, not to mention civilians.
