Under modern definitions of acceptable military targets, the firebombing of Dresden probably would not be considered acceptable - the damage to civilians far outweighed the military value - but I haven't studied the matter in depth.

In retrospect, Bombardier Harris was considered misguided, and the opinion of history has not been kind to him.

Hiroshima, Nagasaki and Berlin were all acceptable targets, as was London.

Now that we have precision munitions, carpet bombing is no longer acceptable, and we have to pick and choose among buildings via satellite imagery and other intelligence.

Back then, they just chunked bombs at recognizable large targets and hoped for the best.
